The main purpose of the Performance Management Unit is to assist the Commissioner in assessing the performance of Heads of Ministry (HOMs) and Secretaries of Island Administrations (SIAs) by analyzing all relevant information mainly from the 6months and annual reports every year. 

Background
The Public Service Commissioner is the employer of the Heads of Ministries and Secretaries of Island Administrations. For the Heads of Ministries their contract of employment is with the Public Service Commissioner while the Performance Agreement is between their Minister.  However, the performance agreement of Secretaries of Island Administrations is signed between them and the Mayor of the Island.  Part of the Public Service Commissioner’s core business is the performance management of each of the  Heads of Ministries (HOM) and Secretaries of Island Administrations (SIA). There are fourteen (14) Heads of Ministries (HOMs) and ten (10) Secretaries of Island Administrations (SIA)

Process
The six months report covers the period 1st June – 31st December and due date is 31st January of the following year.  The annual report covers the period from 1st July – 30th June and due date is 31st July.   After completion of the assessment of the reports,  the analysis is forwarded to the Heads of Ministries and Island Secretaries before the  Public Service Commissioner visits each Ministry to interview and discuss the analysis of their reports with the Head of Ministry and Secretaries of Island Administrations. They are given the opportunity to respond to the analysis before the Public Service Commissioner completes the overall assessment of their performance.
