The Public Service Commissioner invites applications for the position of:
Head of Te Tango Angaanga ō te Kūki Āirani - Infrastructure Cook Islands (ICI)

Head of Ministry (HoM) Purpose:
The Secretary of Infrastructure is responsible for leading Government’s priorities in the
infrastructure sector and ensuring that future infrastructure development aligns with both the
National Sustainable Development Plan and the National Infrastructure Investment Plan.

HoM Job Duties:

 Deliver premier infrastructure within budget and timelines through quality planning and
promoting sustainable and environmentally sound practices
 Implement and adhere to policies and systems that ensure strict compliance with
Government financial policies and procedures
 Co-ordinate and complete delivery of Pa Enua capital projects in a timely and cost
effective manner
 Ensuring that infrastructure works carried out is of the highest standard and complies
with national health and safety regulations
 Inspire and motivate employees
 Build strong relationships with other Government Agencies and key Stakeholders

HoM Qualification and Experience:

 A minimum of a Master Degree in Business Administration and Bachelor’s Degree in
 A minimum of 10 years’ experience in managing, leading and directing a similarly
complex organisation or major division in a medium to large sized organisation with
work experience in an infrastructure related field
 Specialised experience in a technical or professional field normally gained through
relevant professional qualifications together with significant post-qualification practical
 In-depth experience, familiarity and understanding of processes and procedures in
financial and project management
 Excellent oral and written communications skills

The Employment Agreement term is for three (3) years. The Job Description can be downloaded
from the OPSC website or collected from the Office of the Public Service
Commissioner (OPSC) in Avarua.
