OPSC Media Release: Public consultations to review the Cook Islands Public Sector Strategy




Rarotonga, Cook Islands 


Public consultations to undertake a review of the Cook Islands Public Sector Strategy 2016-2025 (“Strategy”) will start next week on Monday 21 Oct 2024 in Vaka Takitumu at the Matavera CICC Sunday School Hall from 5.30-7.00 pm.  The Public Service Commissioner, Carl Hunter invites the public to attend any of the consultations. These meetings provide stakeholders with an opportunity to share their views on how the Cook Islands Public Sector can better serve the public and its stakeholders and how it can improve delivery of its services. Stakeholders include our communities across all levels, Government and non-Government organizations and the private sector.


The public consultations will be held in the three Vaka of Rarotonga from 21 - 29 October 2024 as well as with individual Government Agencies.

 Consultations will also be held in the Pa Enua.  In Aitutaki from 24 – 25 October 2024 and on Mangaia from 30 Oct - 1 Nov 2024.

The Strategy was developed in response to the Government’s vision set out in the National Sustainable Development Plan 2016-2020 to ensure the people of the Cook Islands enjoy the highest quality of life and achieve their aspirations through an effective and efficient Public Service.  The Strategy is a roadmap for Public Service transformation and called for “... strong leadership at all levels to deliver a cadre of high performing public servants serving our communities with integrity and excellence”.


The Vision of the Strategy is a Public Service of Excellence.  The Mission is “to deliver quality goods and services through effective leadership and governance”.

The Strategy identified three priority areas for Government to focus on transforming the Cook Islands Public Sector: 

·         People: Progressive and high performing employees

·         Structures: Relevant and fit for purpose Public Sector

·         Systems: Responsive service delivery


The intended outcome from the Strategy is “A well led and trusted Public Sector and a relevant and responsive Public Sector”.


It is expected that the consultations will involve a broad range of stakeholders who have an interest in improving the transparency, quality and efficiency of how the Public Sector in the Cook Islands provides public goods and services and who wish to contribute towards the improvement of the design of the delivery of public services.
