International Short Term Training Opportunities

We administer international training opportunities provided by the Governments of China, Japan, Korea, Malaysia, Singapore, and Thailand, received through the Ministry of Foreign Affairs and Immigration. Training offers are available to eligible public sector employees and must be endorsed by respective heads of agencies.  Training offers can also be extended to individuals from the private sector and non-government organizations when these are available.

Training Courses 2018-19

The following information was received for training opportunities for the 2018-2019 year from the Government of India under the Indian Technical & Economic Cooperation (ITEC) Programme.

Eligibility Requirements:

Must submit the prescribed ITEC/SCAAP application form online which can be found: https://www.itecgoi.in/index.php (You can choose your own login email ID and create your own login password, which would be used by the system to keep them posted of the processing status).
Who can apply – officials in government, public and private sectors, industry etc
Age between 25 – 45 years
Working knowledge of English required to follow the course
Academic qualifications as laid down by the Institute for the course concerned

Application criteria (documents):

Completed and signed application form
Two copies of passport size photo (colour)
Copy of passport ID page

The Completed and signed medical report is required only after interview. The list of doctors/Hospitals will be provided at the time of the interview.

Participants will be provided with the following allowances and facilities:

Excursion/economy class air tickets for travel from the capital city of the participant’s country to the training Institute in India and back;
Gratis Indian Visa for the duration of the Course;
Course fees –  borne by Government of India;
Accommodation provided by Government of India in hostel/hotel, depending on the Institute;
Living Allowance @ Rs. 25,000/- per month and on pro-rata basis  for part thereof to meet expenditure on food, out-of-pocket expenses, etc. The allowance is calculated from the date of arrival till the date of departure;
Book Allowance of Rs. 5000/- for purchase of course-related books and purchase receipts need to be submitted for reimbursement;
Study Tour(s) as part of the Course Curriculum to familiarize with Indian culture and history (which is mandatory);
Medical facility is for ailments of immediate and emergency nature occurring in India. 

Training And Development

(July 2016-June 2017)

The public service induction programme was developed to ensure all employees understood their roles and responsibilities as Cook Islands public servants. The programme comprises four modules: Our Journey – the Cook Islands voyage to statehood; Public Service and You – the machinery of government; In the Spotlight – standards of integrity and conduct; and For the Record – handling information in the public service.

A total of 634 public servants completed the induction training during this period, most of which were from the Pa Enua. Feedback from participants was extremely positive and continue to inform improvements to the programme content and delivery. There are 500 participants targeted to complete the training over the next year.

A Leadership Development programme was designed, outlining the public service leadership competency profile with a combination of public service and Cook Islands values, management skills and leadership qualities pertinent for leaders. It will be launched with the talent and graduate programmes next year.

Formal leadership training continued during the year with 23 senior public servants completing a Post Graduate Certificate in Public Administration, with funding from the Australian government received through the Pacific Islands Center for Public Administration. Representing 11 agencies across the sector, the students will complete a Post Graduate Diploma in Public Sector Management next year, with funding from the University of the South Pacific.

In strengthening leadership capacity, three Heads of Ministries attended short courses on Strategic Foresight and Leadership in Singapore, and eight heads of ministries received mentoring through a pilot programme with the Chamber of Commerce. Management skills were developed as 56 public servants graduated with a National Certificate in Business (First line Management), delivered through the Cook Islands Tertiary Training Institute.

Various training workshops were held throughout the year. Strategic planning support was also provided by the Office of the Prime Minister to ensure the development of medium term plans were aligned to the national plan. Central agencies also provided business planning training and support for ministries and agencies. An HR task force comprised of public servants, State Owned Enterprise (SoE) and private sector employees were provided training in job description writing, job evaluations and performance management. The task force are HR practitioners and leaders within ministries who provide feedback on HR policy development and practice.

The Office of the Public Service Commissioner and Foreign Affairs and Immigration continued to administer short term international training opportunities received through the Cook Islands Embassy in Wellington, New Zealand. These opportunities strengthen workforce capability and expose participants to international systems and best practice. Most offers target government officials, with occasional offers extended to non-government participants.

From a total of 73 international training offers, there were 26 successful placements. It is not always possible to take advantage of the offers presented due to the inability to release staff for periods of up to one month, or due to planned work that cannot be delayed. While training priorities are determined by ministries, scheduled times for the training are determined by the training providers and sponsors.

Short Term International Training

(July 2015 – June 2016)

During the year, the Office of the Public Service Commissioner and the Ministry of Foreign Affairs and Immigration committed to streamlining short term international training opportunities received through our Wellington embassy.  These training opportunities provide the chance to strengthen our in-country capacity through the up skilling of our workforce. Participants benefit from their exposure to international systems and best practice. These opportunities allow participants to apply their new learning when they return to their workplace.


A total of 92 international training opportunities were offered with 29 successful placements.  It is not always possible to take full advantage of the offers presented to us as some do not address essential training areas nor do they always occur at an appropriate time. Late notification from sponsors also sometimes restricts participation, especially where visas are required or planned work commitments prevent participation.

As we continue implementing the first phase of the Public Sector Strategy, we will introduce a graduate recruitment, talent management and leadership development programmes. We will ensure that we have mechanisms to attract qualified Cook Islanders to work for the sector and support talent and leaders through structured training programmes linked to performance. All employees must be encouraged to perform and trained to improve performance or for career progression. We intend to support talent develop in their relevant career pathways, some of which will include a leadership pathway.

Short Term International Training (July 2014 – June 2015)

OPSC facilitates short term international training opportunities in collaboration with MFAI. Predominantly, these opportunities come from countries with whom the Cook Islands has bilateral and international relationships including China, Japan, Singapore, Malaysia, India and Thailand. Scholarship offers are also regularly available from China, Cuba and Switzerland.

These training workshops and scholarships provide unique opportunities to strengthen in-country capacity through the up skilling of our work force. Participants are exposed to international systems, techniques and processes and the practical nature of many of these opportunities allows for application of learning upon the participants’ return home. The challenge is to ensure that there is rigorous follow up and sustainable support provided to enable implementation and application as appropriate within agencies.

Sixty-three short term international training opportunities were offered during this period and 40 public and private sector employees were successful with their applications to participate (Table 13). It is not always possible to take full advantage of the offers forthcoming as some do not address the training areas required nor do they always occur at an appropriate time. It is not unusual to receive late notification of these opportunities which also restricts participation, especially where visas are required or planned work commitments preclude participation.
