The Cook Islands Seabed Minerals Authority (SBMA) is looking for a dynamic, visionary leader to take on one of the most exciting roles in the Pacific region.

Position: Seabed Minerals Commissioner
Location: Rarotonga, Cook Islands
Contract: Full-time

The Challenge:
As Commissioner, you will be at the helm of a high-profile agency tasked with overseeing the sustainable and responsible development of the Cook Islands' seabed minerals sector. Reporting directly to the Minister for Seabed Minerals, you will lead a dynamic team, shaping the future of an industry that balances economic growth, environmental stewardship, and cultural integrity.

This role requires a strategist, a diplomat, and a problem-solver who thrives on complexity. Your work will span policy development, stakeholder engagement, environmental sustainability, and community relations — all while ensuring the Cook Islands maintains its leadership on the global stage of seabed minerals governance.

What You’ll Do:
• Provide visionary leadership to the SBMA, driving sector growth while safeguarding cultural values and the marine environment.
• Advise the Minister and Cabinet on strategies and policies for sustainable seabed minerals development.
• Build alliances nationally, regionally, and globally towards good governance practices, sustainable resource development, and advancing the Cook Islands’ interests.
• Ensure robust regulation and monitoring of activities, with a strong focus on environmental compliance and community engagement.
• Drive research initiatives to expand knowledge of seabed resources and marine ecosystems.

What We’re Looking For:
• A seasoned leader with at least 15 years of experience managing complex organisations or initiatives, ideally within a new or emerging sector.
• A strategic thinker with expertise in policy development, resource management, or environmental governance.
• An exceptional communicator and negotiator, adept at balancing competing interests and building partnerships.
• A leader who values diversity, transparency, and collaboration, with a passion for fostering talent and driving organisational excellence.
• A deep appreciation for the Cook Islands’ culture, traditions, and aspirations.
• Proficiency in Cook Islands Maori.

Qualifications:
• A degree in Science, Law, Management, or a related field (postgraduate qualifications preferred).
• Proven experience in regulatory frameworks, community relations, and stakeholder management.
