Expression of Interest

Project Manager - Integrated Revenue Administration System (IRAS) Modernisation Project

 

The Revenue Management Division (RMD), Ministry of Finance and Economic Management (MFEM), is seeking an experienced Project Manager to lead the Integrated Revenue Administration System (IRAS) Modernisation Project. This major transformation will replace RMS7 with a modern platform supporting taxpayer services, revenue collection, compliance, reporting, digital services and approved Government integrations.

 

Key Responsibilities

 

  • Lead the IRAS project from procurement through implementation, Go-Live and transition.

  • Manage project scope, budget, schedule, risks, governance and reporting.

  • Manage the implementation supplier, contracts and key deliverables.

  • Oversee system integrations, data migration, testing and operational readiness.

  • Lead stakeholder engagement, training and organisational change.

 

What You Will Bring

 

  • Senior experience delivering complex ICT or digital transformation projects.

  • Strong project governance, budget, risk and supplier-management capability.

  • Experience with enterprise systems, data migration, testing and Go-Live.

  • Strong leadership, communication, negotiation and stakeholder-management skills.

  • A relevant tertiary qualification or equivalent demonstrated experience.

 

Desirable

 

  • Experience working with Government or public sector, revenue administration, regulated environments or Pacific Island countries, would be an advantage.

 

Contract Details

 

  • Location: Rarotonga, Cook Islands

  • Contract: Contract position

  • Initial term: Up to two (2) years, covering project delivery through implementation and Go-Live

  • Extension: May be considered subject to project requirements, ongoing support needs and performance
