Join Our Team – we are seeking two motivated and committeed HR Advisors to join our central HR Team - one Full-Time and one Casual.

Salary: $30,175 per annum (pro rata) – Band G.

Location: Office of the Public Service Commissioner (OPSC), Rarotonga.

The Office of the Public Service Commissioner (OPSC) is seeking two motivated and committed HR Advisors to join our central HR team – one full-time and one part-time/casual (depending on the appointed candidate).

About the Role
Our employees are the single biggest asset to any organisation, and in this role you will play a key part in helping Agencies deliver on their work programmes and objectives. As an HR Advisor, you will support Agencies in applying the Cook Islands Government Human Resources Management (HRM) Framework and tools, ensuring best practice across the public service.

You will provide expert technical advice across the employee life cycle – from recruitment and retention to employee wellbeing and release with dignity. This role requires building strong relationships with Agencies, delivering workshops, and supporting the ongoing development of HR policies, systems, and processes.

Key Responsibilities - As an HR Advisor, you will:
• Provide expert operational advice to managers and employees on HR matters (e.g. employment agreements, performance management, recruitment, employee wellbeing).
• Develop and maintain strong relationships with assigned Agencies, providing proactive HR support.
• Contribute to HR policy development and coordinate policy implementation across Agencies.
• Design and deliver workshops and seminars on HR policies and processes across Rarotonga and the Pa Enua.
• Provide HR administration support including maintaining the HRMIS and Employee Self-Service Portal.
• Contribute as an active member of the OPSC HR team, supporting strategic and annual business objectives.
• Promote health, safety, and wellbeing initiatives within the workplace.

What We’re Looking For?
We are seeking candidates who can demonstrate:
• A Diploma in Human Resources or a related field. (educational field listed under qualifications)
• 3–5 years’ experience in HR advisory or a related role (public sector experience is an advantage). (attributes in a candidate)
• Strong knowledge of HR principles and best practice.
• Excellent communication and relationship management skills.
• Ability to provide practical, credible advice to a diverse audience.
• Initiative, adaptability, and commitment to continuous improvement.
