SECRETARY FOR THE MINISTRY OF INTERNAL AFFAIRS
The Head of the Ministry (HoM) of Internal Affairs will be accountable and responsible for leading and steering the provision of Social Protection services in relation to the welfare of vulnerable members of the population, promoting social development and inclusiveness, regulating commerce and employment in the Cook Islands, ensuring that the functions of the Ministry are developed, maintained and administered according to INTAFFF and Government legislations through providing strategic advice on the services provided by INTAFF to the responsible Minister and other Ministers of the Crown and act on directives issued by the Minister, lead INTAFF to achieve Government priorities.
The HoM ensures compliance by providing reports to the Public Service Commissioner, Minister, and Parliament on the performance, finances and operations of the Ministry.
The HoM is accountable for ensuring that the functions of the Ministry are developed, maintained and administered according to INTAFF and Government legislations.
As the Head of Ministry, you will be accountable for ensuring a Public Service of Excellence through the effective and efficient delivery of the Ministry's functions and Government's policies through:
To succeed you will need to bring creditability and experience in leading a similar organisation. You will require a strong understanding of administration, planning, policy development and implementation. The ability to engage effectively with key stakeholders to provide opportunities for social and economic advancement for all people in the Cook Islands. Strong organisational leadership, judgement and financial acumen are essential, as is the ability to inspire confidence with Ministers, stakeholders and staff.
Qualification requirements:
• Master in Social Development or Public Sector and Management or Doctorate in a relevant field.
• Experience:
• 10 years' working experience at a senior management position, leading and directing a similarly complex division or organisation;
• You must have a strong understanding of Cook Islands Government Policies and Financial Management systems;
Proven leadership and management qualities in:
• Human resource management;
• Strategic planning;
• Ability to address maintain political neutrality and diplomatically manage controversial issues with multiple stakeholders.
