Cook Islands National Environment Service

The Cook Islands National Environment Service (NES) and Marae Moana Coordination Office (MMCO) is seeking a consultant to be the Lead Reviewer of the Marae Moana Outlook Report 2020. This consultancy forms part of support being provided through the Cook Islands Ridge to Reef Project (R2R). R2R is funded by the UNDP Global Environment Facility (GEF) in partnership with the Cook Islands Government. The project aims to enhance the capacity of the Cook Islands to effectively manage its protected areas and sustainably manage its productive landscapes at local scales while considering food security and livelihoods.

This adviser will play a lead role in the independent review of the Marae Moana Outlook Report 2020.

The Pacific Catastrophe Risk Assessment and financing Initiative(PCRAFI) are calling out for expressions of interest to apply for the Chief Executive Officer position.

The PCRIC seeks the services of a Chief Executive Officer (CEO), preferably on a three-year, full-time basis. The company seeks an experienced executive leader with strong regional connections and influence within the Pacific, or proven ability to establish such connections and influence.

The Chief Executive Officer will work from an office based in the Cook Islands.

Significant regional travel requirements are envisioned for this role (Post COVID-19 restrictions being lifted)

Selection requirements
 Proven executive leader, with experience in the creation and development of a new business unit/organisation
 Exceptional relationship building and networking skills
 Proven financial and operational management skills
 Excellent writing and oral communications skills.
Additional desirables:
 Demonstrable experience in working with high level government officials and/or international financial institutions
 Knowledge of the insurance sector/markets
 Experience with disaster risk finance and/or disaster risk management

The Clerk is the Chief Executive, and the first principal adviser to the Speaker and members of Parliament on parliamentary law and procedure. The Clerk is responsible for providing specialist technical advice and professional services to support the Speaker and Members carry out their responsibilities to the House, and its committees. The Clerk ensures that House proceedings are properly documented, and records maintained. As the Clerk, your accountabilities and responsibilities will include executing the instructions issued by the Speaker to give effect to the Legislative Service Act 1968-69 and Legislative Assembly Powers and Privileges Act 1967, and establishing and implementing a comprehensive and robust organisational management system through the development of strategic procedural policies and effective human resource management.

The Ministry of Internal Affairs is looking for a short-term TA to review the Cook Islands National Youth Policy. We are looking for a consultant with: Experience in carrying out policy reviews – a proven consultancy or similar experience in the Pacific would be desirable; Familiarity with Cook Islands Government national systems including legislations, operations manual, Cook Islands National Youth Policy, Convention on the Rights of a Child (CRC), and other Human Rights articles; Strong communication, report writing and interpersonal skills; Proficient technology experience to project programs, manage discussions, run surveys and database requirements; and Competent in both Cook Islands Maori and English.Period of assignment: 8 – 12 weeks. The assignment will commence in April 2020.
