The Public Service Commissioner is the Employer for Public Service Heads of Ministries. Te Marae Ora (TMO) is the main healthcare provider and is responsible for the delivery of Health Services across the 13 Islands of the Cook Islands, guided by health legislation and Government policies. In response to COVID-19 TMO established community health clinics (Puna) across Rarotonga. TMO has a Health Workforce of approximately 300 people who provide Health services through the five Directorates:

• Public Health
• Oral Health
• Primary Care
• Hospital Health
• Planning and Funding

You must have a minimum of:

• Masters in Public Sector Management or Masters in Business Administration in Health
• 10 years’ working experience at a senior leadership position in managing and administering a major function of a small/medium organisation, or a major department/branch of a large organisation.

This role requires the highest level of tact, advocacy, business/political acumen, innovation, critical and analytical thinking and negotiation skills involving matters of prime importance to the Ministry and the Cook Islands. Having an understanding of the cultural context of the Cook Islands and being able to communicate with empathy while remaining fair and objective are essential.
